Kuwait Visa for UAE Residents 2026: Visa on Arrival, eVisa, Fees and the Profession Rule

Eligible expat residents of the UAE can get a Kuwait tourist visa in two ways: on arrival at a Kuwaiti airport or border post, or online in advance through the Ministry of Interior’s Kuwait Visa platform. Eligibility depends on your nationality, your GCC residence and the entry conditions in force. A Kuwait visa for UAE residents needs a passport and a UAE residence visa that are both valid for at least six months, counted from the date you enter Kuwait, not the date you apply. The online visa usually takes 1 to 2 business days.

Emirati citizens do not need a visa at all. They enter Kuwait as GCC nationals.

The tricky part is the profession rule. Kuwait scrapped its old professions list for GCC residents in August 2025, yet the official visa platform still shows that list today. This guide explains what that means in practice, what each document has to look like, and why applications get bounced back.

Who Needs a Kuwait Visa From the UAE?

It depends on your passport, not only on where you live.

  • Emirati citizens and citizens of Saudi Arabia, Qatar, Oman and Bahrain travel to Kuwait without a visa
  • Expat residents of the UAE need a tourist visa. Eligible residents can get it on arrival or as an eVisa, depending on nationality and residence
  • Passport holders from the platform’s eligible list can get a visa on arrival or eVisa on their passport alone, whatever their residence. The list runs to dozens of countries, so check your own passport in the platform’s eligibility tool rather than relying on examples
  • Some nationalities are told by the platform that they are not eligible for the eVisa and must apply through a Kuwaiti embassy

The Kuwait Visa platform checks this for you. After you pick your nationality and say you are a GCC resident, it shows one of three messages: eligible for visa on arrival or eVisa, not eligible for the eVisa but able to apply through an embassy, or not eligible.

The Profession Rule: What Changed in August 2025, and What the Portal Still Says

For years, a 2008 ministerial resolution limited Kuwait’s visa on arrival for GCC residents to certain professions. Doctors, engineers, lawyers and managers qualified. Drivers, cleaners and many office staff did not.

On 6 August 2025, Ministerial Resolution No. 1386 of 2025 was published in the official gazette, Kuwait Al Youm. It allows foreign residents of any GCC country to get a tourist visa on arrival if their residence is valid for at least six months, and it repeals Resolution No. 1228 of 2008. Most news coverage read this as the end of the professions list.

The picture on the ground is less tidy:

  • A week later, on 13 August 2025, the Interior Ministry briefed the media on the new visa categories and again described tourist visas for GCC residents as tied to approved professions
  • In October 2026, the tourist visa instructions on the official platform still include a section titled “Eligible Professions for GCC Residents”
  • The same page asks for a copy of the GCC residency “clearly indicating the profession”

The professions listed on the platform are: doctors, pharmacists, lawyers, engineers, consultants, judges and prosecutors, university professors, journalists and media professionals, pilots, systems analysts, computer programmers, managers, businessmen, members of the diplomatic corps, and owners, managers and representatives of companies and commercial institutions.

What this means for you. The 2025 resolution repealed the old profession restriction, but the official platform still displays the list. A listed profession does not guarantee a visa, and an unlisted one does not automatically rule you out. If your UAE residence shows a job outside the list, check your nationality and residence details on the platform and confirm the requirement with Kuwait’s authorities before you book non refundable travel. If the platform sends you to an embassy, take that route instead of trying your luck at the airport. Visa issue and entry stay subject to the conditions in force on the day.

What You Need Before You Apply

The platform lists these documents for a tourist visa:

  • Passport copy, valid for at least 6 months from the entry date
  • Copy of your UAE residence visa that shows your profession
  • Confirmed return or onward flight ticket
  • Hotel reservation, or proof of where you will stay
  • Recent face photo on a white background

A few details catch people out:

  • The photo file must be under 2 MB and clear, or the upload fails
  • The machine readable zone (the two lines of code at the bottom of the passport photo page) must be sharp. The platform reads it automatically and rejects blurry scans
  • The nationality you select must match the passport, or the platform flags a mismatch
  • Only one active request per passport is allowed. If a previous application is still open, a new one is blocked

If your UAE residence expires in less than six months, renew it first. Our guide to residence visa renewal covers the grace periods and fees. You can confirm the exact expiry date with a quick UAE visa status check.

How to Apply for a Kuwait eVisa From the UAE

  1. Open the Kuwait Visa platform and choose Tourist as the visa type
  2. Select your nationality and answer yes to “Are you a GCC Resident?”
  3. Read the eligibility message. If it says you can apply online, continue
  4. Create an account with your email and mobile number, then verify it
  5. Fill in your personal, passport, GCC residence and travel details
  6. Upload the passport copy, residence copy, ticket, hotel booking and photo
  7. Pay by card. The platform’s FAQ says fees are not collected unless the application is accepted
  8. Track the status in your account and by email. If the request stays pending or is rejected, use the platform’s contact page to reach the Residence Affairs electronic services team. Download the approved visa and carry it with your passport

Once issued, the tourist visa must be used within one month. The stay clock starts on the day you enter Kuwait.

How Does the Kuwait Visa on Arrival Work for UAE Residents?

Eligible residents can also skip the online step and get the tourist visa at Kuwait International Airport or another entry point. Carry the same documents the platform asks for: passport, UAE residence visa showing your profession, return ticket and accommodation details.

Two practical points. First, the airport route gives you no answer until you land, so the eVisa is the safer choice if your profession is not on the platform list. Second, queues at the arrival counters can be long at peak times, which local commentators raised when the August 2025 change was announced.

Kuwait Visa Fees in 2026: Why You May See Two Numbers

This is where most guides are out of date.

  • The Kuwait Visa platform still lists a tourism visit visa at KWD 3 (roughly AED 36), both in its fees table and on the tourist instructions page, which adds that the fee may vary by nationality
  • The same platform lists several nationalities as exempt, including the UK, US, Italy, Norway, Sweden, Turkey and South Korea, and shows KWD 9 for Egyptian nationals
  • Ministerial Decision No. 2249 of 2025, issued under the executive regulations of Kuwait’s residency law, took effect on 23 December 2025. It sets entry and visit visa fees at KWD 10 per month (about AED 120)

These are two official sources giving two different amounts, and neither has been withdrawn. The amount shown at checkout is not, on its own, proof of which fee legally applies. Budget for the higher figure, and if the difference matters to you, confirm with the Ministry of Interior through the platform’s contact page before you apply. Fees are collected in Kuwaiti dinars and are non refundable once the visa is issued.

Validity, Stay and Entries by Visa Type

The visa instructions page on the platform sets out these limits:

VisaUse it withinStay allowedEntries
Tourism visit30 days of issueUp to 90 daysSingle
Family visit30 days of issueUp to 90 daysSingle
Business visit30 days of issue30 daysSingle
Multiple entry visitUp to 1 year30 days per entryMultiple
Transit30 days of issue7 daysSingle

Work is not allowed on any visit visa, and the holder must leave when the visit period ends.

Family and Business Visits From the UAE

A family visit visa is requested by the relative who lives in Kuwait, not by the visitor. The platform checks whether the sponsor in Kuwait is eligible to sponsor that relationship before the request can go ahead.

A business visa is applied for by a local company, with proof of the business purpose. A UAE resident flying in for a meeting or a conference cannot apply for it alone. The company in Kuwait has to start the request.

Why Kuwait Visa Applications Get Rejected

The platform’s own error messages give a clear picture of what goes wrong:

ProblemHow to fix it
Passport valid for less than 6 monthsRenew the passport before applying
UAE residence expires within 6 monthsRenew the residence first
Blurry passport scan or unreadable MRZRescan in good light, flat and uncropped
Photo over 2 MB or unclearUse a recent, sharp photo on white
Nationality and passport do not matchSelect the nationality printed on the passport
An earlier request is still activeWait for it to close before reapplying
Residence copy does not show the professionUpload the page or eVisa copy that shows it
Security restriction on entry or exitCannot be fixed online

Kuwaiti authorities also keep the right to reject or cancel any application or visa, even after it is issued, without giving a reason. Before any trip, it is worth running a UAE travel ban check so the UAE side is clear too.

Real Situations UAE Residents Run Into

An Engineer in Abu Dhabi

Her residence lists “Civil Engineer”, which is on the platform list. She applies online on a Sunday, uploads a clear passport scan and a hotel booking, and the eVisa arrives by email within two business days. This is the textbook case, though even a listed profession does not guarantee approval.

A Sales Executive in Dubai

His residence says “Sales Executive”, which is not on the platform list. Under the August 2025 resolution he should qualify, but the portal still asks for an approved profession. The sensible move is to run the platform’s eligibility check first and book a refundable fare until the visa is approved.

Residence Expiring in Four Months

A family plans a long weekend in Kuwait, but the father’s UAE visa expires in four months. He does not meet the six month rule, so he renews first and applies after the new visa is issued.

Driving Instead of Flying

There is no direct road between the UAE and Kuwait. The drive runs through Saudi Arabia, so a resident needs a Saudi visa as well as the Kuwait visa, plus vehicle documents and insurance accepted in Saudi Arabia and Kuwait. Saudi entry and transit rules, and the vehicle insurance and document requirements, depend on your nationality and circumstances, so confirm them separately before you set off.

Flights From the UAE to Kuwait in 2026

Kuwait International Airport closed on 28 February 2026 during the regional conflict and reopened to international traffic on 1 June 2026. UAE carriers have been restoring Kuwait routes gradually since then, often on reduced schedules.

Flight schedules and airport operations can change at short notice. Confirm your route and flight status directly with your airline before you book and again before you travel, because the tourist visa must be used within 30 days of issue.

How Kuwait Compares With Other Gulf Trips

Kuwait is often one stop on a longer Gulf itinerary. Each country has its own rules for expats, and none of them share a single visa. If the trip continues to Manama or Doha, plan the Bahrain visa and Qatar visa separately. For a closer weekend option, the Oman visa process is another common choice for UAE residents.

Conclusion

A Kuwait visa for UAE residents is cheap and quick for most people, but it rewards preparation. Keep your passport and UAE residence valid for six months beyond the trip, upload clean scans, and check the platform’s eligibility message before you book.

If your profession is on the platform list, either route works. If it is not, apply online first so you have an answer before you fly. More guides for expats travelling in the region are in our Visas and Residency section.
