Eligible expat residents of the UAE can get a Kuwait tourist visa in two ways: on arrival at a Kuwaiti airport or border post, or online in advance through the Ministry of Interior’s Kuwait Visa platform. Eligibility depends on your nationality, your GCC residence and the entry conditions in force. A Kuwait visa for UAE residents needs a passport and a UAE residence visa that are both valid for at least six months, counted from the date you enter Kuwait, not the date you apply. The online visa usually takes 1 to 2 business days.
Emirati citizens do not need a visa at all. They enter Kuwait as GCC nationals.
The tricky part is the profession rule. Kuwait scrapped its old professions list for GCC residents in August 2025, yet the official visa platform still shows that list today. This guide explains what that means in practice, what each document has to look like, and why applications get bounced back.
| Point | What applies |
| Emirati and other GCC citizens | No visa needed |
| Expat UAE residents | Tourist visa on arrival or eVisa, if eligible by nationality and residence |
| Official platform | kuwaitvisa.moi.gov.kw (Kuwait Ministry of Interior) |
| Passport validity | At least 6 months from entry |
| UAE residence validity | At least 6 months from entry |
| Tourist visa validity | 30 days from issue (use it within a month) |
| Maximum stay | Up to 90 days from entry, single entry |
| eVisa processing | Typically 1 to 2 business days |
| Fee | Official sources conflict: KWD 3 on the visa platform, KWD 10 per month under the December 2025 rules |
| Overstay penalty (tourist visa terms) | KWD 10 per day, plus a possible re entry ban |

It depends on your passport, not only on where you live.
The Kuwait Visa platform checks this for you. After you pick your nationality and say you are a GCC resident, it shows one of three messages: eligible for visa on arrival or eVisa, not eligible for the eVisa but able to apply through an embassy, or not eligible.
For years, a 2008 ministerial resolution limited Kuwait’s visa on arrival for GCC residents to certain professions. Doctors, engineers, lawyers and managers qualified. Drivers, cleaners and many office staff did not.
On 6 August 2025, Ministerial Resolution No. 1386 of 2025 was published in the official gazette, Kuwait Al Youm. It allows foreign residents of any GCC country to get a tourist visa on arrival if their residence is valid for at least six months, and it repeals Resolution No. 1228 of 2008. Most news coverage read this as the end of the professions list.
The picture on the ground is less tidy:
The professions listed on the platform are: doctors, pharmacists, lawyers, engineers, consultants, judges and prosecutors, university professors, journalists and media professionals, pilots, systems analysts, computer programmers, managers, businessmen, members of the diplomatic corps, and owners, managers and representatives of companies and commercial institutions.

What this means for you. The 2025 resolution repealed the old profession restriction, but the official platform still displays the list. A listed profession does not guarantee a visa, and an unlisted one does not automatically rule you out. If your UAE residence shows a job outside the list, check your nationality and residence details on the platform and confirm the requirement with Kuwait’s authorities before you book non refundable travel. If the platform sends you to an embassy, take that route instead of trying your luck at the airport. Visa issue and entry stay subject to the conditions in force on the day.
The platform lists these documents for a tourist visa:
A few details catch people out:

If your UAE residence expires in less than six months, renew it first. Our guide to residence visa renewal covers the grace periods and fees. You can confirm the exact expiry date with a quick UAE visa status check.
Once issued, the tourist visa must be used within one month. The stay clock starts on the day you enter Kuwait.

Eligible residents can also skip the online step and get the tourist visa at Kuwait International Airport or another entry point. Carry the same documents the platform asks for: passport, UAE residence visa showing your profession, return ticket and accommodation details.
Two practical points. First, the airport route gives you no answer until you land, so the eVisa is the safer choice if your profession is not on the platform list. Second, queues at the arrival counters can be long at peak times, which local commentators raised when the August 2025 change was announced.
This is where most guides are out of date.
These are two official sources giving two different amounts, and neither has been withdrawn. The amount shown at checkout is not, on its own, proof of which fee legally applies. Budget for the higher figure, and if the difference matters to you, confirm with the Ministry of Interior through the platform’s contact page before you apply. Fees are collected in Kuwaiti dinars and are non refundable once the visa is issued.
The visa instructions page on the platform sets out these limits:
| Visa | Use it within | Stay allowed | Entries |
| Tourism visit | 30 days of issue | Up to 90 days | Single |
| Family visit | 30 days of issue | Up to 90 days | Single |
| Business visit | 30 days of issue | 30 days | Single |
| Multiple entry visit | Up to 1 year | 30 days per entry | Multiple |
| Transit | 30 days of issue | 7 days | Single |
Work is not allowed on any visit visa, and the holder must leave when the visit period ends.
A family visit visa is requested by the relative who lives in Kuwait, not by the visitor. The platform checks whether the sponsor in Kuwait is eligible to sponsor that relationship before the request can go ahead.
A business visa is applied for by a local company, with proof of the business purpose. A UAE resident flying in for a meeting or a conference cannot apply for it alone. The company in Kuwait has to start the request.
The platform’s own error messages give a clear picture of what goes wrong:
| Problem | How to fix it |
| Passport valid for less than 6 months | Renew the passport before applying |
| UAE residence expires within 6 months | Renew the residence first |
| Blurry passport scan or unreadable MRZ | Rescan in good light, flat and uncropped |
| Photo over 2 MB or unclear | Use a recent, sharp photo on white |
| Nationality and passport do not match | Select the nationality printed on the passport |
| An earlier request is still active | Wait for it to close before reapplying |
| Residence copy does not show the profession | Upload the page or eVisa copy that shows it |
| Security restriction on entry or exit | Cannot be fixed online |
Kuwaiti authorities also keep the right to reject or cancel any application or visa, even after it is issued, without giving a reason. Before any trip, it is worth running a UAE travel ban check so the UAE side is clear too.
Her residence lists “Civil Engineer”, which is on the platform list. She applies online on a Sunday, uploads a clear passport scan and a hotel booking, and the eVisa arrives by email within two business days. This is the textbook case, though even a listed profession does not guarantee approval.
His residence says “Sales Executive”, which is not on the platform list. Under the August 2025 resolution he should qualify, but the portal still asks for an approved profession. The sensible move is to run the platform’s eligibility check first and book a refundable fare until the visa is approved.
A family plans a long weekend in Kuwait, but the father’s UAE visa expires in four months. He does not meet the six month rule, so he renews first and applies after the new visa is issued.
There is no direct road between the UAE and Kuwait. The drive runs through Saudi Arabia, so a resident needs a Saudi visa as well as the Kuwait visa, plus vehicle documents and insurance accepted in Saudi Arabia and Kuwait. Saudi entry and transit rules, and the vehicle insurance and document requirements, depend on your nationality and circumstances, so confirm them separately before you set off.
Kuwait International Airport closed on 28 February 2026 during the regional conflict and reopened to international traffic on 1 June 2026. UAE carriers have been restoring Kuwait routes gradually since then, often on reduced schedules.
Flight schedules and airport operations can change at short notice. Confirm your route and flight status directly with your airline before you book and again before you travel, because the tourist visa must be used within 30 days of issue.
Kuwait is often one stop on a longer Gulf itinerary. Each country has its own rules for expats, and none of them share a single visa. If the trip continues to Manama or Doha, plan the Bahrain visa and Qatar visa separately. For a closer weekend option, the Oman visa process is another common choice for UAE residents.
| Date | Update |
| 19 October 2026 | Kuwait Visa platform still lists eligible professions for GCC residents and a KWD 3 tourist fee |
| From June 2026 | UAE carriers gradually restoring Kuwait routes, often on reduced schedules |
| 1 June 2026 | Kuwait International Airport reopened to international flights |
| 28 February 2026 | Kuwait International Airport closed during the regional conflict |

| 6 August 2025 | Resolution No. 1386 of 2025 published, opening visa on arrival to GCC residents and repealing the 2008 rule |
A Kuwait visa for UAE residents is cheap and quick for most people, but it rewards preparation. Keep your passport and UAE residence valid for six months beyond the trip, upload clean scans, and check the platform’s eligibility message before you book.
If your profession is on the platform list, either route works. If it is not, apply online first so you have an answer before you fly. More guides for expats travelling in the region are in our Visas and Residency section.
Expat residents do. Eligible residents can get a tourist visa on arrival or an eVisa through the Kuwait Visa platform, depending on nationality and residence. Emirati citizens do not need a visa.
Eligible residents can, subject to nationality and entry conditions. The passport and UAE residence must both be valid for at least six months from entry. The platform still lists approved professions for GCC residents, so check eligibility online first if your job is not on that list.
Official sources conflict. The Kuwait Visa platform lists KWD 3 for a tourist visa, while Ministerial Decision No. 2249 of 2025, in force since 23 December 2025, sets KWD 10 per month for visit visas. Budget for the higher amount and confirm with the Ministry of Interior before applying.
Tourist eVisas typically take 1 to 2 business days, according to the platform’s FAQ.
Up to 90 days from entry. The visa itself must be used within 30 days of issue and allows one entry.
Resolution No. 1386 of 2025 opened visa on arrival to all GCC residents, but the official platform still shows the professions list and asks for a residence copy showing the profession. Run the eligibility check before booking.
Passport copy, UAE residence copy showing your profession, confirmed ticket, hotel booking and a recent photo on a white background under 2 MB.
Under the tourist visa terms on the Kuwait Visa platform, KWD 10 per day, and the visitor may be banned from returning. Other visa categories can carry different penalties.
No. Work is not allowed on any visit visa, and you must leave when the visit period ends.
Yes, but the route passes through Saudi Arabia, so you also need a Saudi visa and vehicle documents valid in both countries.
