UAE Fines and Violations: Labour, Health Insurance, Visa and Business Penalties Explained

The UAE has different authorities responsible for different types of fines, which is why finding the correct information can often be confusing. Labour law penalties, visa overstay fines, health insurance fines, Emirates ID violations, trade license penalties, and Ejari-related fines are all managed under separate UAE regulations and government authorities.

This section brings together the most important UAE fines, penalties, and violation guides in one place. Whether you're checking MOHRE fines, visa overstay penalties, health insurance fines, Emirates ID fines, or business compliance penalties, you'll find clear, up-to-date guidance based on the latest regulations from MOHRE, DHA, DoH, ICP, and GDRFA. If you're specifically looking for traffic fines, black points, or driving violations, you'll find those in our dedicated Transport Fines section.

Frequently Asked

Fines and Violations FAQs

What is the difference between a labour fine and a visa fine in the UAE?
A labour fine is issued by MOHRE against an employer or employee for breaking employment rules, such as unpaid wages or working without a permit. A visa fine is issued by ICP or GDRFA for immigration related issues, such as overstaying a visa or failing to renew a residence permit on time. The two systems are separate, so paying one does not clear the other.
Can a health insurance fine stop my visa renewal?
Yes. Since 2025, every residence visa renewal in the UAE requires proof of active health insurance. If your policy has lapsed, the system flags it automatically and blocks the renewal until the fine is settled and new coverage is in place.
How do I check if I have any outstanding fines in the UAE?
Fines are checked separately by authority. MOHRE fines are checked through the MOHRE website or app using your Emirates ID or labour card number. Health insurance status is checked through DHA or DOH systems during visa renewal. Immigration fines are checked through the ICP or GDRFA app.
Can a company be fined for not registering employees with health insurance?
Yes. Employers who fail to provide the required health insurance coverage can face fines that scale with the number of uninsured employees, in addition to work permit restrictions until the issue is resolved.
Do fines increase if they are not paid on time?
In most categories, yes. Labour fines and health insurance fines are often calculated per month of non-compliance, so the total grows the longer the issue is left unresolved. Some categories, like trade license violations, can also lead to file suspension on top of the financial penalty.
